The 89th Texas Legislature passed Senate Bill (SB) 462, which Governor Abbott signed into law in May 2025. SB 462 requires TWC to establish a priority Child Care Scholarships waiting list for the children of certain child care workers who are eligible for Child Care Services. To implement this bill, TWC must first amend Chapter 809 Child Care Services and make changes in the Texas Child Care Connection system. TWC anticipates that the necessary changes will be in place by December 2025. TWC is also developing guidance for Workforce Boards on how to implement this priority for child care workers who are already on the waiting list.
