What is Child Care Services (CCS)?

TWC oversees the Child Care Services (CCS) program, funded by the CCDF. CCS gives child care scholarships (financial help) to families who qualify. These scholarships can cover part or all of child care costs so parents can work, look for work, or go to school or job training. Families must meet certain requirements to get help. Eligible families can choose any provider that accepts CCS. 

What is the Texas Workforce Commission (TWC)?

Texas Workforce Commission (TWC) is a state agency. It provides many services to Texans. Some of these services support families with children and child care providers.  

TWC is the lead agency for the Child Care and Development Fund (CCDF) in the state of Texas. The CCDF is the main federal program that helps states pay for child care for children who qualify. This improves the quality and supply of child care.

Local Workforce Development Boards (Boards) and Workforce Solutions

There are 28 Boards in Texas. The Boards operate more than 170 local Workforce Solutions Offices. The Workforce Solutions Offices are responsible for:

  • overseeing how child care and workforce services are provided in the local area
  • working with economic development groups and businesses in their local areas
  • collecting and evaluating data on the regional labor market
  • developing career pathways relating to local economic needs

Find your Board area by city and county. Once you find your Board area, use the list of Boards to:

  • View the Board’s website to learn about the services they provide and ways to contact local staff
  • View the Board Oversight Capacity score card for your Board. Every year, TWC assesses how well each Board uses local funds and provides local workforce services.
  • Learn about grant opportunities by visiting the Board’s procurement webpage
