Understanding quality child care

The Texas Rising Star program helps families easily identify high-quality child care providers. Studies show that children who attend higher-quality care are better prepared for school. Providers that earn Texas Rising Star certification offer care that goes above the minimum standards. As providers move through the different certification levels, they are able to provide even better care and support for children’s growth and learning every day.

Texas Health and Human Services Commission Child Care Regulation (HHSC CCR) monitors health and safety at child care providers. HHSC sets minimum standards for child care providers, which are basic requirements and rules to protect the health and safety of children. Texas Rising Star programs goes above the minimum standards to assess the quality of child care provider programs.   

HHSC also posts inspection reports for child care providers on their website. Families can view inspection reports and deficiencies by searching for child care providers on HHSC CCR's online public record webpage.  

Step 1: Search for providers
Search for providers that might be a good fit for your child. In the search results, you may see providers with a Texas Rising Star rating listed.

Step 2: Filter for Texas Rising Star programs
Use the Texas Rising Star filter at the top of the results page. This lets you see only providers in the program. You can also choose the star level you want to see. Remember—the more stars, the higher the quality of care!

Step 3: Check inspection reports
Use HHSC CCR's online public record to see each provider’s inspection records.

Step 4: Learn more about each high-quality program
Visit the providers’ websites to see what their programs offer.

Step 5: Make a list of questions
Write down questions to ask the Texas Rising Star providers. For ideas, you can use the sample questions on our Finding child care webpage.

Step 7: Contact providers
Reach out to the providers you are interested in. Ask your questions and learn more about how they can support your child.

Step 8: Schedule tours
Visit each provider you are considering. This lets you see where your child will be and meet the staff. Take notes during each tour.

Step 9: Choose a high-quality provider
Pick the provider that feels right for your child and family. Texas Rising Star providers are trained to give safe, caring, and high-quality learning experiences. Once you decide, the provider will help you with the paperwork so you can get started.
